The H.E.L.P. course was created in 1986 by the International Committee of the Red Cross to upgrade professionalism in humanitarian assistance programmes conducted in emergency situations. These courses have been given in various parts of Latin America, North America, Africa, Asia, Western and Eastern Europe.
