Qatar: The ICRC Signs Headquarters Agreement with the Government of the State of Qatar

Doha, 09 March 2023 – Today in Doha, the President of the International Committee of the Red Cross (ICRC), Mirjana Spoljaric and the State Minister for Foreign Affairs of the State of Qatar, H.E. Mr. Soltan bin Saad Al-Muraikhi, signed a headquarters agreement formalizing the relationship between the ICRC and the Government of Qatar. This agreement establishes the ICRC's legal status in the country.

 “The State of Qatar is an important humanitarian actor and a key partner for the ICRC. This headquarters agreement will help strengthen our collaboration in supporting people affected by conflict and pressing humanitarian issues. We are thankful to the Ministry of Foreign Affairs for their unwavering support, and we look forward to continuing our joint efforts to make a positive impact on the lives of people in need," said Mrs. Spoljaric.

 The headquarters agreement sets out a framework for relations between the ICRC and the authorities of the country concerned, enabling it to carry out its mandate. It also ensures that the ICRC enjoys the privileges and immunities necessary to carry out its activities in line with its mandate and customary working procedures.
