The ICRC Regional Delegation for East Asia Based in Beijing
seeks to fill the following position:
Resource Mobilisation Officer
PURPOSE
The Resource Mobilisation Officer is responsible for various Project/Programme execution tasks, depending on the sector of activity which may be public and private fundraising, government and national societies resources mobilisation, reporting, finances, IT and other.
SCOPE AND IMPACT
- Scope and impact are various, depending on sector of activity. Contributes to ICRC fundraising and partnering ambitions.
- Working variously on networking, research, events, and reporting. Contributes positively to successful impact of resource mobilisation strategies and global objectives.
- Remit: National.
RELATIONSHIPS
- Internally interacts within Resource Mobilisation and Policy teams, also Communication, Cooperation, Finance and Corporate units. Facilitates certain meetings with interpretation.
- Externally interacts with service providers, government and think tank contacts, private sector interlocutors and the NS.
ACCOUNTABILITIES AND RESPONSIBILITIES (as per role description)
- Reporting on and analyze humanitarian and policy issues relating to humanitarian fundraising for the ICRC and China, as required.
- External interactions with Chinese authorities and other entities such as National Society, think tanks, academia, or corporations, to facilitate ICRC engagement with same relating to positioning and fundraising.
- Support Humanitarian Partnerships Manager in formulating and proposing strategies to be adopted by the Delegation to increase the understanding, trust, and acceptance of the ICRC in China, as well as to draft concept notes and proposals for partnership / funding to different potential donors.
- Follow and analyze the reform/development of Chinese foreign aid and philanthropy sector and support the Partnerships Manager in proposing approaches to be adopted by the ICRC to influence and contribute to those reforms and developments.
- Develop and identity fundraising opportunities and concepts for events by demonstrating innovative insights, capturing the convergence between potential Chinese donors' interests and ICRC's work, and representing ICRC at such events.
- Maintain Contacts and update partner and fundraising contacts and/or databases.
REQUIREMENTS
- Excellent good writing skills, preferably with an educational background in international development, political science, sociology, journalism, or related fields.
- 3-5 years related professional experience in the past.
- Excellent English language skills, spoken and written.
- Proven experience in analysing and synthesising large amounts of information.
- Prior experience as a communication professional, writer, or researcher a plus.

- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
