seeks to fill the following position:

Humanitarian Partnerships Manager
 

PURPOSE

In line with the 2024-2027 Institutional Strategy, the ICRC intends to deepen its institutional partnerships with key Chinese interlocutors and entities, particularly with government to garner political and financial support for its mission and operations around the globe. With regard to resource mobilisation, the most relevant Government of China entities are the Chinese International Development Cooperation Agency (CIDCA) and the Ministry of Foreign Affairs of the PRC. Other key partners include the Red Cross Society of China, think tanks such as CAITEC and CIKD, relevant academic institutions and the private sector. The strengthening of these partnerships will lead, in the near and longer term, to new sources of support for ICRC programmes and will contribute to the wider positioning of ICRC with Chinese stakeholders.

The Humanitarian Partnerships Manager is responsible for defining and implementing the ICRC partnership strategy, coherent with the wider Delegation and institutional approach to China, particularly with regard to the ICRC resource mobilisation strategy. S/he develops and manages relations with relevant officials and interlocutors in China regarding the partnering opportunities, including resource mobilisation, policy dialogue, technical exchange.

RELATIONSHIPS

  • Internally, interacts with Policy team and delegation management along with relevant file holders. Also, works closely with REM on the resource mobilisation dialogue with China. Engagement with Operations in Headquarters in Geneva and in the field if required for development of partnership projects.
  • Externally, interacts at working level with interlocutors of CIDCA, China International Center for Economic and Technical Exchanges (CICETE, Ministry of Commerce) and other ministries/agencies (including think-tanks and universities), of interest at the national level. When relevant, interacts with private foundations and corporates in liaison with and with the support of the Asia-Pacific Private Sector Engagement (AP PSE) strategy and team. These interactions will encompass both formal engagement and informal networking. Transversal coordination with other metiers is essential.

Scope & Impact

  1. Develops personal and professional contacts with diverse, relevant stakeholders, in order to deepen ICRC's understanding of the aid landscape in China, and to increase awareness of Chinese stakeholders regarding ICRC.
  2. In close cooperation with relevant REM colleagues, actively manages China as a donor, mindful that China is of strategic importance for the institution in terms of humanitarian diplomacy.

ACCOUNTABILITIES AND RESPONSIBILITIES (as per role description)

Relationship building and development of the ICRC's network in China

  • Contributes to significantly enhancing relationships with relevant Chinese authorities and to position the ICRC in key policy and advocacy efforts with links to opportunities for operational and financial collaboration with these partners.
  • Engages in deliberate formal and informal networking with peer organisations (e.g., UN agencies, IFRC, INGOs) and with the Chinese aid community (Government, think tanks, academia, private sector, NS) to better understand the fundraising landscape and potential and to identify new opportunities for the ICRC.
  • Acts as interface between the ICRC and interlocutors key to resource mobilisation and ensures that the ICRC capitalizes on the links between government, private and National Society donors. Facilitates institutional and operational contacts with relevant interlocutors and ensures the necessary follow-up.
  • Engages regularly with key partner/donor interlocutors with a view to position ICRC as a partner of choice and communicates on ICRC's mandate, operations and thematic files such as IDPs, Sexual Violence, Gender, Health, Healthcare in Danger, Results Based Management and Innovation. Shares relevant ICRC updates and documents matching the interlocutors' interests. Captures feedback and understanding of how Chinese government and other actors view these issues, in order to enhance institutional debate and exchange.
  • Knowledge and Expertise Exchange: Develop strategies and action plans for convening and deepening knowledge, furthering information exchanges, e.g. through technical workshops, peer exchanges, country-specific exchanges via teleconference, and/or exposure or field missions of relevant officials.
  • Humanitarian Diplomacy: Identify potential joint ventures in the international policy sphere where partnering on common messaging would be of added value for the communities affected by conflict and violence
  • Is the focal point for Beijing regional delegation on fundraising in China.
  • Acts as the ICRC's entry point for CIDCA in China and its overseas representations.
  • Actively contributes to refining the understanding of key actors and information related to resource mobilisation, including the mapping of key interlocutors and the analysis of China's interests and priorities.
  • Ensures cross-metier discussion, including REM and Management regarding identified funding opportunities with new donors or untapped budget lines to establish the way forward.
  • Conceptualises and drafts project funding concept notes and proposals, in liaison with management and appropriate technical units within REM.
  • Manages the relevant partnerships with the Government of China, notably by maintaining relationships with key stakeholders and by expanding further the network of resource mobilisation influencers.
  • Prepares resource mobilisation engagements with REM and shares the related outcomes and manages effective follow-up.
  • Participates in partner events as the « face of the ICRC », including social events.
  • In close conjunction with REM, leads the negotiation of funding contracts and grant agreements with donors and ensures agreed reporting is delivered in due course.
  • Forecasts resources and budgets for his/her team and manages the allocated budget.
  • Is responsible to set priorities for his/her team and for his team's results.
  • Closely works with the Corporate Sector Advisor on the collaboration file with private sector partnerships.
  • Explores with the National Society opportunities for private fundraising in China, in line with REM AP PSE strategy and priorities, and ICRC China Engagement Strategy, in close collaboration with the REM PSE team in Bangkok. Manages the funding dialogue with Red Cross Society of China headquarters in respect of direct National Society contributions.

Analysis

  • Contributes to the ICRC's overarching fundraising strategy for China in close collaboration with red and blue line colleagues.
  • Develops and updates roadmaps and plans of action on the basis of the institutional strategy for China and of REM priorities and frameworks.

People management responsibilities

  • Supervises one staff.

REQUIREMENTS

Certifications / Education required

  • University degree required - MBA or master in international studies/political sciences or similar.
  • Fluent/native Mandarin Chinese speaker, full proficiency in written and spoken English.
  • Working knowledge of Cantonese Chinese is an asset.
  • Computer proficiency (for documentation, reports, minutes, spreadsheets and budgets, presentations as well as correspondence and online research).

Professional Experience required

  • 10-12 years professional experience. Representational skills including public speaking and networking are essential; public relations management would be an asset.
  • A minimum of 8 years working either within the Chinese government system or working closely with it, particularly in entities dealing with international matters, notably development or foreign policy. This experience to include 2-3 years at senior level.
  • Knowledge of the wider Red Cross Movement – its different components and mandates would be an asset
  • Experience and extensive knowledge of the functioning of the international humanitarian and/or development community.
  • Track record in resource mobilization or fundraising an asset.
  • ICRC operational field experience would be an asset, with a capacity for concise and concrete presentation of ICRC and related issues. Experience in engaging with donors, either in the field or HQ, an asset.

  • Relevant aid / development / humanitarian experience, operationally and at policy levels.
  • Strong ties / experience with relevant actors in China.
  • Capable of designing and implementing influence strategies to engage with partners in China
  • Demonstrated communication, networking and negotiation skills.
  • Strong sense of initiative, creative thinking and ability to set priorities and follow objectives, analyze and synthesize large amount of information.
  • Capacity to work under pressure with a large number of interlocutors.
  • Demonstrated ability to work rapidly (meet deadlines) and efficiently; administratively meticulous.
  • Confirmed people management skills.
  • Strong interpersonal skills, with the capacity to work independently and in a team
